Oliver D. Tomas received his Bachelor of Arts from the University of California, Irvine with a major in Political Science. He went on to receive his Juris Doctor from American University, Washington College of Law in Washington, D.C. in 2004 and was admitted to the California Bar in December 2004.

While in law school, Mr. Tomas joined the Administrative Law Review where he served as a Note and Comment Editor. He also served as a legal intern at the U.S. Chamber of Commerce and later as a  law clerk at the Federal Trade Commission.

Prior to joining Davis, Grass, Goldstein & Finlay, Mr. Tomas represented hospitals, physicians, nurses and other healthcare providers in medical malpractice cases.  In addition, he was also an accomplished healthcare attorney with substantial experience in advising hospitals and other healthcare providers regarding regulatory compliance (ERISA, HIPAA,  EMTALA, Health & Safety Code § 1340 et seq. or Knox-Keene Act, DMHC Regulations, Insurance Code, Stark, Anti-kickback Law and False Claims Act), contractual negotiations and other commercial transactions with health plans, insurance providers, governmental payors and other healthcare providers.
